Minnesota VINE is the official statewide service for county-jail custody checks and notifications. Its current state fact sheet says the system connects to Minnesota county jails only. Koochiching County Jail is therefore in the VINE lane. A person committed from Koochiching County to a Minnesota correctional facility moves into a different notification system, while a federal or immigration transfer follows federal tools.

Koochiching VINELink Release Fields
A live VINELink result can display current custody information and offer notification registration. The official Minnesota materials do not promise that a released result stays searchable for a fixed period. Record the exact words the service shows and the time of the check. Never infer an unshown release date.

A VINE custody-change alert is strong timely evidence that the participating feed reported an event. It is not the certified county record of when the jail door-out process finished or which legal authority controlled it. Ask the Sheriff for the booking and release record when those facts matter.

Koochiching VINE and HAVEN
Minnesota’s local notification structure has a sharp custody boundary. Koochiching County Jail custody belongs in Minnesota VINE. Minnesota DOC prison custody belongs in Minnesota HAVEN, with the public DOC Locator used to check incarceration, community supervision, or discharge status. The two systems should not be blended.
This distinction is especially important after a Koochiching roster disappearance. A person sentenced to state prison may leave the county jail, stop appearing in the county PDF, and later appear in DOC data. That is a county-to-state transfer. Failure to find the person in VINE after the handoff does not prove release to the community.
The public DOC Locator and HAVEN also perform different roles. The Locator is a statewide public status search that may distinguish incarceration, community supervision, and discharge. Minnesota HAVEN is the notification lane for a person in a Minnesota correctional facility. If the DOC record shows active supervision, the person may be out of prison while still under state authority. Final discharge is a later event. DOC Victim Assistance supports HAVEN at 800-657-3830. The DOC Locator is statewide and can show a person incarcerated, under community supervision, or discharged according to the live record. A projected date is not proof that release already occurred.
VINE notification can also exist alongside direct notice that a jail must provide under a specific order or rule. The automated registration is useful redundancy, not a legal substitute for that separate notice. Keep agency contact details current and follow any instructions supplied in the underlying case.
Koochiching VINELink No-Result Checks
“Not found” is not a release status. It may reflect spelling, an alias, feed timing, transfer, record visibility, or movement into a system outside Minnesota VINE. Search alternate known spellings and compare the current roster from the official Koochiching County Jail page. If court records show a commitment to the Commissioner of Corrections, move to the DOC Locator.
When the person is still shown on the current PDF, call the jail for time-sensitive confirmation because the Sheriff warns that online data may not be current, accurate, or complete. When the person has disappeared, check MCRO for the latest order and request the release or transfer fields. The Sheriff record can identify the operational timestamp and whether another agency received the person.
A released VINELink result should also be quoted exactly. Minnesota’s official materials describe current checks and notifications, not an indefinite archive with guaranteed status labels. Do not promise that the literal word “Released” will remain visible after the event.
Confirm Koochiching Release Alerts
VINELink does not cover BOP prisoners, ICE detainees, or Minnesota DOC prison releases. Data can lag, and alerts depend on the participating feed plus the contact method. A phone, text, email, or app notice should trigger verification, not replace it.
VINELink limit: A custody alert reports a feed change. Confirm the exact release time, legal basis, and destination with the agency record.
